I see that there is a 'banner' package on my Fedora 9 system.  It
looks like it's using the software found here:

http://cedar-solutions.com/software/utilities.html

You can get the SRPM for it here:
http://download.fedoraproject.org/pub/fedora/linux/releases/9/Everything/source/SRPMS/

I was able to get it to build under EL5 (under mock) so it should work
for you.
