They are filed against the "Security Response" product, which I think is
mostly just used by Fedora these days.

Bugzilla serves two distinct groups, Fedora and RHEL.  It is the primary
bug manager for Fedora, but not for RHEL; the primary RHEL customer bug
interface is through the RHEL support channels, as noted on the BZ front
page.

Fedora bugs are triaged by a volunteer group that largely have nothing
to do with RHEL.  If a bug is reported against a no-longer-supported
Fedora release, it will be closed.  If the bug also applies to RHEL, you
need to open a bug against RHEL (or open a RHEL support case).

RHEL has separate case management systems.  BZ is a way for customers to
"see in the window" at some things, but is in no way an official RHEL
support channel.

Bugs against the Security Response product don't appear to be closed in
any normal fashion (BZ won't even give a full list of the open bugs
because there are so many).

The place to look for RHEL package status is RHN.  You can look at the
errata pages for packages, as well as the changelogs (where I found all
the CVEs he listed).
