My xen servers have

       kernel /boot/xen.gz dom0_mem=582M

I don't know why I arrived at that actual value, it may be a typo.
Basically, however, that fixes dom0's memory at enough to handle its I/O
demands and not a lot else.

It sounds as though if you're running out of memory in dom0 that you've
either ballooned too low or you're trying to use dom0 as a general purpose
machine -- best practice seems to be to use dom0 as management for the
domU's and nothing else.
