There are two possible reasons this isn't working: the xorg.conf you
configured AllowDeactivateGrabs in isn't the one that the Xvnc server is
using or the vncviewer you're using doesn't let that key sequence through.

If you've set up the X server for desktop sharing (rather than a separate
server) then the xorg.conf file won't be the problem.

You can probably use xev to check to see if Ctrl + Alt + Keypad “/” is
making it through to the vnc viewer: when you press the last key you should
get an XF86_Ungrab KeyRelease event.   I don't know which vncviewer you're
using, but the standard Linux one allows you to send ctrl and alt keypress
and key release events from a menu you get by hitting F8.
