Greg, I would consider subscribing the to yum upstream list[1] and asking the yum "upstream"[2] developers as well. Of course, most or all of the yum developers now work for Red Hat, but Seth Vidal has the long history of yum and why it behaves like it does. At least you could get a good answer with a possibly different perspective compared to RH support. Of course, if someone like Seth or James Anthill is already assigned to your case, you'd probably get the same response.
