There is the option to use Pear/Pecl to create SPEC files, so they can be built into RPM. That might address the issue for the time being. I have not attempted to do so myself, but may need to shortly.

I have been able to run the install for Horde 4 via pear install commands following the forced pear upgrade (--force). This was the action which previously errored when running out of date version of pear. It probably does overwrite some files from Redhat, but we have dealt with this problem on some other systems before.
