If you can take the system down, then try the following:
1. boot into rescue mode using the RedHat install media
2. use the rpm command with the "--root /mnt/sysimage" option to
reinstall the packages onto the hard drive. The hard drive should be
mounted at /mnt/sysimage.
Using the --root option to RPM also uses the RPM DB located under the
folder that was specified using --root
