Hi Nielsen,
I looked into this and it seems that there's no easy way to share
code templates and file templates with NetBeans. It requires writing
an real plugin and learn how this API works and such. Sadly I haven't
the time to take care of this at the moment.

what kind of a plugin are you looking for?
RIFE doesn't need much assistance from an IDE but there efforts
underway (which sadly have been stalled):
