that is another misunderstanding - the PIN number is only used to add a new device and it is only valid for 5 minutes - if you want to be able to restore your account without a working ring client - you need a backup copy of your credentials - that is the only way - the email i linked to explains that https://lists.gnu.org/archive/html/ring/2018-01/msg00065.html
