That sounds fairly trivial. If the metaflac-calculated replaygain values are referenced to 83dB then it wouldn't be at all hard to write a script that scans flac files for replaygain tags, adds or subtracts a figure to reference the required reference level, and writes the new value back to the file. Heck, I could even add an option to apply_replaygain that does this.
