Actually I suspect your way is the right way - the track numbers ARE
scrambled.
Problem is the correct track numbers are not in the file name either. 
When I auto-renumbered the tracks in Mp3Tag, I also then copied the tag
names to the file names to keep them consistent.  The files in mp3tag
were NOT listed in track number order ya see - they were in directory,
then some other order - if I could figure that out perhaps I could
reverse-engineer and script a solution, but it ain't so easy.

I think Picard might be the way to go - thanks for the ideas everyone. 
Please add more if you come up with any!
