Are you sure this is actually 24bit LPCM? I tried ripping the PCM data from a Video DVD (Roger Waters - In The Flesh) and on close inspection it turned out that the audio data is 20 bit rather than 24 bit. What's more, after ripping, the data was packed into 5 bytes per stereo sample, and playing it resulted in just the sort of hiss you describe.
