I use the Windows front end GUI which comes with the Windows FLAC installer to convert from WAV to FLAC. So far everything up to 24/192 has worked fine. Not that the replaygain algorithm doesn't handle sample rate above 48 KHz. For simple tagging, the Windows FLAC front end can hanle it. For more complex tagging theres the Tag front end for Windows.
