just to add to the replies - another way to look at it, is that conversion to FLAC (or any lossless format) will retain the source quality, so if you are transcoding 16kbit encoded mp3 to FLAC, that is what you get as the FLAC, however, if you transcode 320kbit mp3 to FLAC it'll be quite reasonable.
The worse thing you can do is to convert from mp3 128kbit to WMA 128kbit, it sounds awful. You get all sorts of digital artifacts and distortion.
