OK, I got it working. I added the custom tag "Compilation" set to "1". Previously I had tried to add "ITUNESCOMPILATION" set to "1", but that didn't work. I also noticed there were both "DISC" and "DISCNUMBER" tags, I removed the "DISC" tags, but still didn't work. Finally I created the custom "COMPILATIONS" tag, set to "1", re-scanned everything (again), and now it shows as a single album.
The two discs are in separate directories, but the ALBUM tag is identical, with "DISCNUMBER" set appropriately for disc 1 and disc 2. I've used both putting multi-discs together in single directory, and re-numbering contiguously, and more recently just leaving in the separate disc directories, making sure ALBUM is set identically, and putting in appropriate DISCNUMBER tags. The previous albums were not "compilations" so there was no issue.
