Yes, tags are what things like Squeezecenter and itunes read, filenames they couldn't care less about.
mp3tag is great, but not easy to use for a beginner. If you're looking at the files in mp3tag and there's no info listed anywhere apart from the filename you're buggered for doing a filename to tag action. The only thing you could do is click filename to tag and enter "%dummy% %dummy% %track%" (without the quotes) and that'll populate your track tags. Relies on every filename being of a consistent format. However! you can do something. top of the mp3tag screen you'll see TAG SOURCES menu.
