I use Foobar2000 most of the time to play files and tag them. It allows me to scan an add replaygain information, fill tags automatically according to filenames, use FreeDB to get tags, move and rename files according to tags, and most of the stuff you'll need to manage your library. When it gets more complicated (if I want to add/remove artwork or copy some info from one tag to another for example) I use MP3Tag.
