A nice free solution can be had directly from Microsoft if you are using WindowsXP. In their under-publicized Power Toys, there is an image resizer that simply lives in the right-click context menu.
http://www.microsoft.com/windowsxp/using/digitalphotography/learnmore/tips/eschelman2.mspx I find it very useful. It won't rename the files as it is changing their size, but that doesn't seem like a terrible bother to me. Check it out.
