I'm not sure.  I could try recompiling the EXE for unicode and see if
that helps...if that's even possible.  I'm hazy on the unicode/utf8
limitations of windows console applications.  And what I'm really
unsure of is whether or not metaflac.exe would have to be compiled for
unicode too.

While I've written some utilities that use libFLAC to extract tag data
from flac files, I've yet to write one that actually writes tags. 
Maybe it's time to bite the bullet.

Just out of curiosity, what's the full path of the flac file with the
UTF8 filename?  I'd like to try and replicate your results.
