Way back in 2006 I had asked some questions about .wav files and 
Rivendell.  Below is a partial reply from Fred G. explaining it to me.

"A Broadcast Wavefile can be either PCM16 or MPEG Layer 2.  The format 
is defined by the European Broadcasting Union in a document known as 
'Technical Publication 3285', which also has several supplements.  You 
find them online at:

I expect that RD is still using this format.  The cart chunk data was 
added some time later in RD after a "feature request" to make 
migrating/importing easier.

I haven't been following this thread closely, but hopefully this is 
germane to the discussion.
