As far back as 1975, when I joined WHRB, Cambridge, MA, as a student volunteer, it was explained to me that it was legal to allow a long piece of classical music, such as Beethoven's Symphony No. 9 (which is typically more than an hour long) to run uninterupted as long as the station ID was made immediately before and after it.

I don't recall any rock stations playing umpteen-in-a-row back then, but I may be misremembering.
