EtherCAT, do you mean the fieldbus type? Jini certainly looks like a good communications platform for SCADA solutions. All one needs is a small ARM-7 based sensor/controller and GCJ for creating a flashable image and your on the road.

Anybody here know of such a scenario in the wild?

I would love to work on a SCADA kernel completly written in Java.

Some things I know about are the JSENT SCADA platform http://www.jsent.co.za/, and Eurotech (was Arcom Control Systems) http://eurotech.com that has a relationship with IBM through their joint development of MQTT and other things uses J9 on some of their devices and is moving some of their stuff out of ISaGRAF toward more Java based stuff.
