This question in not specifically related to Rivet's 
capabilities. The only tool I know for adding Tk graphics to 
webpages is the Tcl plugin (http://wiki.tcl.tk/12719). 
I haven't been using the plugin for a long time now, therefore 
I can't say anything about it, but in case you can use it 
even if you're developing pages using other languages (PHP, etc)
or even if you're writing pure html pages.

For what I know nobody tried to compile the code in trunk 
for apache2 on windows so far. I wish someone volunteered 
to do it, that would help us a lot.

I'm personally involved in actively maintain the code. In the
last year we have been able to make rivet compile and work
for Apache2 and added some minor features. I have some changes
in my working copy that have to commited yet, but the code
in svn compiles and builds a functioning module.
I've started also to work on the website.
