It is probably just cost cutting measures from typical buerocracy. Either that or they have had a significant number of people rejected due to failing the check and they want to keep away applicants that are concerned they would fail. Those are the two most common scenarios I've encountered. Of course the point I always bring up is that I don't know a single qualified person that can pass a background screening that would be willing to apply for a job where they had to pay for said screening. So they are probably eliminating just as many good applicants as bad.
