Rsync is a very powerful tool, and we use regularly it to perform full directory backups/restores of Windows boxen. If Ghost isn't the proper solution (perhaps licensing reasons?), one could always create a 'dd' image, which is typically far more effective for disk to disk copies (and has saved me when other imaging utils failed).
