Here are my 2 Cents:

Actually I don't care about the usage of any GPL or even LGPL like license 
(that includes Apcahe style, BSD and others)
- but I would prefer not to update to GPLv3 because I don't like some of the restrictions which have found it's way into the license.

If the license currently is GPLv2 ONLY (because there is no "or later") it will legally not be possible to change the license to _everything_ else because you'll never ever get the okay from every submitter (or even get any answer from everybody);
but I may be wrong; I'm also no lawyer.
We may discuss this as long as we want - it does not change the legal situation 
(which we don't know)
--> let's find a lawyer with knowledge about GPL and license right in different 
countries and let him say how the situation is!

I also think that it's not necessary to form a foundation for "death" 
situations.
As Ray already said: for coding and changing of code it does not matter who 
owns the copyright;
it's part of the GPL that everybody may change and use the code (as longs as he 
still keeps the GPL copyright).
The only problem is if someone wants to change the copyright - only for that situation _every_ copyright holder hast to agree with a change.

But again: I'm also no lawyer and the above are only my thoughts about the 
situation...
