Well, if the idea's to eventually remove the old order, or let it expire as it becomes hard to support, it's better if it's a tag to support the old order.
Another option would be to add it as an element of the BMP drawing tag itself? The current way BMPs are drawn would mean "I don't care about the order" and with the presence of the additional bit, it would mean "draw it now."
