Unless Time and Date became immutable while I wasn't looking and can't be set by the user, I'd say they're settings. It could possibly be argued that the screen where you view the time and date could be separated from the setting that allows you to set them, but there is absolutely a setting involved. The design of the setting menu may be non-standard in that it, for some reason, previews the values by showing them on layer above where you set them, but that doesn't instantly make it "not a setting."
