I'm not sure this worth the effort to add back in. Users should not
need to flush the cache. If they do, we have a bug. - Dave

I can no longer find a menu option for this. I can edit existing
users, but there doesn't seem to be a way to create them. New
users can register themselves if the settings allow new users to
register, but I hope I'm just lost, because this is an important
feature.
