i would like to find a home for the AAPP (aka admin api) documentation.
if folks object to the concept of a developer guide, i can change it to
an AAPP only document. or, if it's that we don't want this in the src, i
am good with just dumping it into a wiki page.

not sure of if this what you are looking for ... but if it is,
please feel free to check it in ... and we can get it up to snuff
for 2.3. the document is in OOo 1.1.5, .sxw format, as i used neoffice.

in Open Document format), but I'm not sure AAPP belongs in either
one of those. You could start a developer's guide in Open Office or
page on the wiki I suppose.
