Hmm. Make sure the settings are all ok. There are actually two places
you need to enable it, and you may have missed one.
As an Admin user, login, navigate to Main Menu -> Server Administration
-> Configuration and make sure that the "Email notification of
comments?" checkbox is checked. If not, check it and save settings.
This enables it sitewide only in the sense that it allows users to
enable it on their weblogs.
THEN, go to the your own Weblog settings and you will find the "E-mail
comments?" checkbox there. (It only shows up if the global setting is
enabled). Check that and save.

I did that as part of the installation instructions. And it isn't a classpath
or classloader issue because it can send email when inviting new people to a
weblog. It seems to simply not be sending email when comments are posted.
