I think hotmail decides anything that doesn't have the user being sent to in

To: or CC: is junk mail.
Hotmail has been a thorn in my side for a while now.  Up until about a week 
ago, their smtp servers would refuse upwards of 10 connection attempts in a 
row, then finally allow a connection.  I guess their servers were just 
overloaded.. but it was crap to deal with.
They seem to have it worked out now.  I really hope so.
