The cfront compiler is still being sold and supported, I believe. It's still got some limitations, but apparently it copes well even with templates, nowadays.
But considering the commitment to maintain your code in C++ (Rose would do the roundtrip between your models and C++, and you'd be cross-compiling the resulting C++ code into C), it's not a solution for the fainthearted.
