Your question is rather novel and intriguing. From what I can gather Rose would indeed seem to be a viable tool for specifying action language statements. That is assuming I am correct in considering action language statements as specifications of actions and activities on state diagrams and operations on class diagrams? Aren't action languages used mostly for intelligent database applications? Are action languages similar to rule languages?
