Use the instrument dropdown.  Click and hold on the track button with 
the left mouse button pressed.  It's, ahem, item 3.3 in the FAQ.

Presumably because of things like the async events (program changes etc) 
which are constructed directly for particular instruments?  Makes 
sense, as they aren't associated with any track at all.
