Well beyond the fact that it's not very intuitive (though t I can't think of a 
better way to implement it), it enables the following scenario :

- load file A
- change an instrument's program
- load file B
- file B plays with the instrument's program you set prior to loading it.

Feels pretty much like a bug to me, even if it's working as designed.
