I was about to chime in with exactly the same suggestion. That's the way to do this. Start with a track. Right click on the label area and you can assign it to a device and channel. Pick a suitable output device, and whatever channel you want. Use the Instrument Parameters box to assign a program for good measure. Now move to any subsequent tracks you desire and repeat the device/channel assignment. You should wind up with something similar to the attached image. Controllers work by channel, and now all of these tracks will be transmitting events on the same channel. You can transmit controllers from any and all of them, but the usual thing is to pick one and stick to it.
