What happens if there isn't a template that exactly matches?  You just 
load any old thing and then change it?

The usual thing (which I think both Finale and Sibelius do) is to have 
two selection lists -- a dialog that looks a bit like KDE applications' 
Edit Toolbars dialog, or suchlike.  The available instruments are 
listed in the left, and the selected ones are listed in the right.  
Select some, click Go, you're done.  It's pretty simple.
