No time to look, but you must have a lot of something missing.  I have both 
flavors of KDE installed, but am running KDE3, because, well, we won't go 
there.

When I try to run /usr/lib/kde4/bin/systemsettings (KDE4 is still isolated 
from the rest of the world on this distro) I get the same thing I would see 
if I were looking at KDE4 with my disposable experimental user account.

Looks like you do want various .desktop files.  No idea where they come from 
though.
