Mabye this way:
When opening files from $HOME/rosegarden-projects/data
RG could check, if the corresponding file in
/usr/share/rosegarden/data is newer.
In that case, the user would be asked, if he/she would like the user
file to be overwritten.

At install time, the data would be copied to the user folder (if none
existed so far)
and be used/loaded from there.
