True, you could certainly argue that Delete Track in particular
"modifies the selection" (for some conceptual sense of selection, even
if not something represented internally with a selection object).

But my point is that there are two quite different ways to use a
button or menu function in a typical application like this -- select
the thing you want to do it to first, then click the button; or click
the button and then point at the thing.  I'm not sure it's such a good
idea to mix the two in a single toolbar unless you can distinguish
them clearly.  It seems reasonable to expect functions that are in the
same place to be used in the same way.
