Agreed.  I did throw two new icons in with the tools though, and moved 
Quantize there as well.  That's where Quantize was in the primary editors, 
(along with step recording and filter selection I think; after a separator) 
and that never caused any confusion.  Plus the fact that the icons are grayed 
out when you don't have a suitable selection is a good hint how to use them.

I was originally going to throw these three on an entirely new toolbar, but I 
don't think it's necessary to introduce more 11th hour string changes to get 
this job done.
