Since it claims there is no drum kit in panel mode, you might want to play around with channel 10 and see if that's actually not true. I've found hidden drum kits on Yamaha hardware before (e.g. the P-105).

        GM is already covered by RG in the GM.rgd and GM2.rgd files.

        Since they can't be used at the same time (bank selects are 0 for
    both), just do the panel voices for your .rgd file.  That will then be
    the one to use when in panel voice mode.  You might want to clarify in
    your rgd filename:

    Yamaha-PSR220-PSR230-Panel.rgd

Thanks. (I made two files and named one Yamaha-PSR220-Panel.rgd and the other Yamaha-PSR220-GM.rgd. On your suggestion I've modified the name and eliminated the other. And, as previously requested, attached it here.)
