Probably not. "plughw:0" is simulated hardware. JACK requires the
real thing (hw:0). I'm guessing here, but it feels right.

Best guess is that sample rate conversion is never done in hardware,
and the best place to put it depends on what you want to achieve. Early
in the chain should be higher quality, but might use more CPU.
Especially if each audio track is converted individually. Later in the
chain (post mix) should use less CPU (only two channels to convert) but
you don't get the benefit of the higher rate in the mixer.
All speculation, of course.
