I have got installed pkg-conf and pkgconf (which is said to be the newer
one). I can deinstall pkg-conf but the results are the same. cmake
reports it is calling pkgconf and not pkg-conf when checking for lv2.
I can't deinstall pkgconf because it is needed by jackd2, ...
The command "ls /usr/include/lv2" reports all the directories are there.

ls /usr/include/lv2
Does this list a bunch of directories like "atom", "buf-size",
etc...? If so, lv2-dev is properly installed in the correct place.
pkg-config should be reporting it.

.ttl files are plain text. You can look at it if you want.
