Try this:
pkg-config --variable=includedir lv2
I get:
/usr/include
What do you get? Nothing?
Post the output of this (if there is any):
cat /usr/lib/x86_64-linux-gnu/pkgconfig/lv2.pc
lv2.pc might be in a different location for you. Hopefully not.
Mine looks like this:
--- CUT HERE ---------------
prefix=/usr
includedir=${prefix}/include
lv2dir=/usr/lib/lv2
plugindir=/usr/lib/lv2
Name: LV2
Description: Plugin standard for audio systems
Version: 1.18.10

ls /usr/include/lv2
Does this list a bunch of directories like "atom", "buf-size",
etc...? If so, lv2-dev is properly installed in the correct place. pkg-
config should be reporting it.

Looks like an error in the klaviatur plugin configuration
file. .ttl files are plain text. You can look at it if you want.
