This is a considerably more rare situation than prohibiting bicycles on the freeways, as the whole peacetime purpose of the Interstate network is to get big-rigs off the more minor US and state networks on the long haul. > Generally I would suggest that Cyclists are either Mad or Stupid for > using a motorway,.... You haven't tried to thread the needle in a space less than 2m wide on rural highway shoulders or dodged car doors in the city next to a poorly designed bicycle lane, then (seriously, anybody who puts the parking lane next to the bike lane without a pedestrian shoulder should have their face smashed in with a hammer in front of their children). Get out there and ride one sometime before you go call having 3-5m between you and traffic, with no parked cars, no drain grates and plenty of space to avoid debris insane or stupid.
