Thanks to Chris Feahr for taking the minutes of today's WEDi/SNIP ID &
Routing teleconference call.  Attendees included Peter Barry - our
chair, Chris, myself, Kim Wall, Rick Rodgers, Rachel Foerster, Brad
Woods, Dick Brooks and Ronald Bowron.  Just because you know Chris will
take excellent notes is no excuse for not attending the teleconference
yourselves!

1. Discussion of "Purpose of the Project" in the 6010 document.  There
was general agreement to extend present scope of "use of identifiers"
and "specifications for EDI address" to include specifications for a
WEDi/SNIP healthcare "Collaboration-Protocol Profile" (recently
discussed in e-mails as a "e-TPA") and a means of "discovering" the
Healthcare-CPP;  specific wording is still to be determined.

2. General discussion of "requirements"... we will begin the process of
gathering requirements by asking each sub-group to propose a list of
requirements for its area.  Rachel pointed out that lack of voluntary
contributions in this area from payors and CHs could result in a final
product that did not address the business needs of the larger players.
It was decided that the group should first clarify it's mission, scope,
and general description of deliverables.  Then we may have to initiate
some active outreach to payors and CHs to draw out details of present or
anticipated problems in this area.

It was also pointed out that the general direction of this group's work
might be regarded as a "threat" by Healthcare Clearinghouses in that our
work might reduce demand for traditional CH services. Therefore, in
order to draw these entities into the discussion, we will have to
emphasize the fact that simplifying the process of establishing
electronic communication between trading partners will help everyone...
and that active participation in that effort will give the participants
the business advantage of having a much better understanding of the
process [than their non-participating competitors].

3. Discussion re: use of "electronic Trading Partner Agreement" in the
context of this project.  We will drop the term "e-TPA"  and substitute
"CPP" to clarify that it is a statement by a single party as to what its
communications requirements are, as opposed to a negotiated process
culminating in an "agreement".  Agreements - and the implied negotiation
process - are, per se, are out of scope.  CPP was chosen instead of
e-TPA because we probably shouldn't call it an "Agreement" as an
agreement implies two parties have agreed to it!  So we just hi-jacked
ebXML's terminology!

4. William's proposal for new sub-group organization around the 4 (down
from 6, by combining three of the suggestions into one paper) proposed
working papers was discussed.  The results are:

-Identifiers  (co-authors William, Ron Bowron)
-Addresses and delivery channels (co-authors: Dave Minch, Tim Collins,
Dick Brooks)
-Elements of the WEDi/SNIP CPP (Marcelee, Dave Minch, Dick Brooks, Chris
Feahr)
-"Discovery" of WEDi/SNIP CPPs (Peter, Kepa, Dick Brooks)

5. Dick Brooks reviewed the WEDi/AFEHCT Communication Interoperability
Project Industry Survey.  A current draft of the survey group charter is
available via the WEDi/SNIP ID & Routing Group Web page at
http://www.novannet.com/wedi/. Select 5050 Industry Survey Workgroup

Industry Survey Workgroup Charter.  Four entities so far have agreed to
contribute to the survey
