A bit more to add to the instructions?  Developer Tools are to be found
at:

  https://connect.apple.com/cgi-bin/WebObjects/MemberSite.woa/

and if they were on my install disc, I could not find them.

And 'Make' now works.  So I'll press on and report back later.
