This sounds like it could be another distro/Window Manager problem again:

I've found at bug at https://bugs.launchpad.net/ubuntu-mate/+bug/1597064

This discusses a problem where a Java application won't go full screen
properly in Ubuntu 16.04 with MATE (or according to the thread any Window
Manager).

It does include a workaround, and you could try this.
